"As I tour animal shelters throughout the country, I see firsthand that many are inadequately equipped to sponsor programs that find good homes for cats and dogs. They also need ongoing financial help and support to implement spay and neuter programs to avoid increasing the already alarming number of homeless dogs and cats.
